NZTA Northern Region Term Capital Delivery Programme NCC/AECOM Joint Venture (2008 to 2015)

Overview of the Joint Venture

In 2008, Northern Civil Consulting Engineers Ltd (NCC) and AECOM NZ Ltd formed a joint venture to partner with the NZ Transport Agency (formerly Transit New Zealand). The agreement focused on the engagement and management of professional services consultants for the Capital Delivery Programme on the State Highway network.

The Northern Regional Block Programme

This programme was a pilot initiative by NZTA, marking a shift in how professional services were procured and delivered. Its goal was to harness innovative ideas from experienced suppliers, helping NZTA to:

  • Deliver value for money, measured across the entire life cycle of the asset.

  • Strengthen the development of a sustainable and robust supply chain.

Collaborative Approach

The joint venture fostered a long-term collaborative relationship with NZTA, operating as an integrated team. This approach cultivated a "best for programme" culture, focusing on the timely and budget-conscious delivery of all projects in the programme.

Programme Success and Extension

Initially awarded in May 2008 for a three-year period, the Northland Region Term Programme was deemed highly successful, leading to a two-year extension through to May 2015. The NZTA/AECOM/NCC team successfully delivered over 20 capital projects on the State Highway network within the Northern Region, with some larger projects reaching construction completion in 2017.
