The Safer Journeys Safer Roads and Roadsides Programme Business Case was a programme of work focussed on making a significant reduction in deaths and serious injuries on the rural State Highway network.

Safe Roads Alliance was established to deliver a national programme of road and roadside safety improvements to the State Highway network. It is made up of the NZ Transport Agency and fellow infrastructure consultancies BECA, Northern Civil Consulting (NCC) Bloxam, Burnett & Olliver (BBO) The works range from corridor improvements, through high-risk rural road improvements (mainly barrier) and audio tactile profiled (ATP) road markings and high-risk rural intersection improvements.
In response to delivery concerns the NZ Transport Agency committed to an alternative delivery model for the Safer Roads and Roadsides Programme, Safe Roads worked with stakeholders to deliver timely and tangible improvements to New Zealand roads, helping to reduce deaths and serious injuries. Safe Roads had been established to deliver a programme of road and roadside safety improvements to the State Highway Network over a six year period.
The Safe Roads and Roadsides programme was one of four components of the Safe System approach which had been introduced to New Zealand through Safer Journeys, the government’s strategy to guide improvements in road safety.
The national programme of improvement works was overseen by the team in Hamilton while projects were managed regionally through its partner offices in Auckland, Tauranga, Wellington, Whangarei and Christchurch.
